if its a capture card from a reputable brand like Elgato and you are using the passthrough port there should be 0 lag. If you are still worried about latency you could use a splitter and there will be 0 for sure
something like the HD60S+ should be good
it highly depend on the capture card
All capture cards have at least a little bit of latency, the only way to have the best latency is by using a capture card with an hdmi loop

trying to find the blueAVS hdmi to usb 2.0 I find several vendors that alternatively sell the same product, in a different color but saying that it is usb 3.0 and that it capture 1080p 60fps, its a fake one or what?

There are actually several good manufacturer making these. But they are all the same chip, with better board design and better quality control.
It's hard to find the cheaper version but if you can, go for those. They are like under 10 bucks.
Also, do you think you need a HDMI loop version?
The HDMI loop version gives you the ability to stream/capture and output to a HDMI TV/monitor at the same time.
So you can play on that HDMI TV/Monitor without delay
mmmmmm idk, i just want a cheep way to play my switch on my pc because my tv is too far from my modem so i get too much lag in online, and playing without the dock makes that i cant connect the lam adapter to my switch, i dont wanna stream or something like that
