If you're wondering why this isn't a balk, here is the sequence of events:

Rogers crouches and lifts his free foot. He wants De La Cruz to think this is a pitch, but so far this is legal deception, because he has not moved his free foot in any direction other than up. The crouch really sells it.
He pivots and takes a small step toward second base but does not throw. This is also legal. A pitcher may feint toward second base (but not any other base).
He steps off with his pivot foot. He is now a fielder and can throw anywhere he wants.
He throws to second base, starting the rundown.
