carts just try and get good value against heavy air defenses (mega tesla, air bombs, firecrackers, roaster) and baby dragons sweep the base
or pekkas, but im not good at that
barch carts bbdrag are just a way for carts to force value against a base by getting rid of traps and tesla with barbs and arch

No. There's just about never a need to start over. It's more useful to fix a rushed account to take advantage of higher TH troop levels, than max from TH3, since those lower THs won't contribute to wars as much for a while.
Put it this way: a rushed TH12 that can hit TH10s and 11s with a Power Potion is more useful than a maxed TH9, for example.
