Its unlikely hammer jam will start before nov 1 so you will lose star chaser event builder potions if you don't get them. For clan games builder potions its on the edge because you can claim rewards till next week and next week hammer jam is supposed to come so you may get them on time or not

My question is about clan war bases. I understand that upgrading defenses will have their most recently completed level in the war base if the clan war starts during an upgrade. But how is this handled for new bases? Will they be part of your war base as a lvl1 structure?

it mostly depends on how many cwl medals for builderpots you have stacked up

if you don't have alot of medals you'll probably get 4 levels per each hero. If you have 1k medals stacked up you'd get 13 days extra for each builder

which is like 4 with 50% time reduction

so in the grand scheme, not alot.

Only walls are underleveled, like 40% th14 walls and the rest th13 walls

i take out a big chunk of the base with rc walk and mp to clear normal building + the meteor staff passive damage then with log launcher queen and clan troops i try and take out the part with the most multiple troop targeting defenses. then lalo to get everything else
