What do you think of this idea?

Turn underused parking structures into space for hobos to put their tents in and live in. Parking structures are basically apartment buildings without walls. Each hobo gets one or two parking spaces that are all theirs and they'll be assigned to hobos so there's no fighting. Just put some porta-potties in and maybe more stairwells and some security and boom. A city is able to clear streets full of hobos, use an underused parking structure, and not need to invest much money compared to other ways of dealing with the homeless. Also since it's a parking structure, that means easy access for emergency vehicles because tent people have overdoses and campfires.
