Yeah, imagine 3 defenses hitting the queen at the same time. Without frozen arrow that would be 300% dmg, but with frozen that be 225% dmg, quite a significant reduction
That's literally difference between needing a rage spell vs saving it for the main army
And in most cases, only 1 or 2 defenses targetting
Where frozen gives even more value

Personally, I wouldn't mind going to TH14 earlier to start Pet grind earlier, at least if my Heroes are about to max and I already have maxed farming and War comps. You only really need Unicorn and Owl thanks to new Pet power creep, so you could leave without upgrading them much, then catch up at TH15 since you need maxed point defenses for the merges anyways.
There isn't much to worry about. You start with major defenses, then go down to the remaining ones and Traps.
Also, you can benefit from upgrading your Traps and Teslas as a rusher, since that'll mess up attackers expecting low level traps.

You can, if your army is strong enough to match. That's why there's a difference between rushing and strategic rushing.
My plan is to only stay at TH13 until any Hero is maxed or about to be maxed; in that time, I can upgrade my core defenses and maybe some other defenses too.

Then they're choosing to miss out on the ability to hit more bases. In CWL, I'd much prefer a rushed TH15 that can at least hit TH14s over a maxed TH12.
Even if they can only hit TH13s, that'd likely still be preferable. And they can use Power and Hero Potions to hit other bases too.
Then that either is luck or they changed war weight mechanics. What were their army levels?
