What sort of dioramas? I've done a few small scale dioramas. For the most part, craft paints were fine unless I needed the kind of precision of hobby paints for a specific part.
For materials, I have used many things. Hard insulation foam is great. One panel will last ages. Just cut it and use it for landscapes. You'll need hot glue to secure it.
I've made buildings sometimes with nothing more than construction paper or cardstock folded and glued. Foilage you can use all sorts of flocking material

The cheapest you can find is some dirt from parks/gardens: dust, gravel, sand, twigs, bark, etc. Just make sure they are sanitised by baking them (30 minutes at 110°C is enough).
Then you have supplies for aquarium/vivarium.
