How long are you leaving it to cure?
I left the oil to dry for ~8h overnight, it was a bit shiny still but I thought it just was glossy.
The varnish for 4h
Oils can take up to a week to dry if you're using them as a paint not as a wash
Even when thinned down?
Cuz I've seen people paint over them after a few hours.
With acrylics or more oils? It really depends on exactly which oils you're using, if you're adding anything to speed the drying time etc

Which 'regular thinners for oils'? There's quite a lot of very different types. If unsure can you provide a product photo?

I don't think this product has any drying accelerator in it like the 'fast dry medium' does. That means your wash time can vary depending on the pigment, though it will be somewhat faster than applying the paint neat because you've thinned the paint out. Still the wash could take days.
If you are painting over the wash with more oil paint and using a solvent (like thinner) this could also cause the underlayer to reactivate. In theory the acrylic varnish should stop that from happening, but maybe it isn't for some reason.
AK ultra matte is notoriously fragile right?
I've heard that, but I haven't used it in this application myself.
I use the VMS Oil Expert, which has a matting agent and a fast dry agent (alkyd). I've yet to find another product that does both. Adding several drops speeds my wash drying time to 24 hours (probably less, but my process is wash > clean > stop for the day)
But if you add too many drops, the matting agent settles into the recesses. This can be fixed with varnish though.
So 8 hours can often be enough to paint over, especially if airbrushing
Thinners do speed up the drying time as you are effectively reducing the oil content
That said, even though you can paint over, the paint can still easily rub off, and if you are varnishing over paint that isnt cured you are making it dry much more slowly
So id also question why you are varnishing over the top if the plan is to paint over anyway
