Nope it was added to prevent others in your nation from stealing your crops, enemy nation has always been able to raid ur crops.
The problem we had for awhile is there was people cross faction griefing.
Its original purpose was grief prevention.
Perhaps with the changes to the lootzone they should consider changing this.
