Owning some dlcs only reduces the price of legacy but that doesnt stop you from buying it

having the same issue. Just because I only even OWN the game, the whole bundle is completely unaccessible to me for whatever reason.

Legacy edition include the base game. Make sure to check out if it's available in your country

Same here, I cannot buy the Legacy Collection on Steam because I already own Payday 2. (from Germany btw) I can only "Purchase as a Gift" and not "Purchase for myself". The same is not true for the other collections. I could (if i wanted to) buy the Infamous Collection or the Texas Heat Collection, instead of a green "Purchase as a Gift" button there's the normal green "Add to Cart button"

Yesterday, i contacted Steam Support and here's what they responded:

"I understand that you're having issues making purchases. I'm glad to explain things here.
As much as we like to help, you won't be able to purchase Payday 2: Legacy Collection because you already own some of their contents or PAYDAY 2. They are not complete-the-set and is meant for users who don't own any of the content on the account.
The way this bundle is set up was decided by the publisher. The options offered on the games Steam Store page are all that are available at the moment.
In this situation, you can either purchase their contents separately or contact the game support."

So it seems the issue is the way Starbreeze specifically set up the Legacy Collection bundle on Steam, which prohibits you from buying the bundle if already own Payday 2.

This is super annoying. I hope they change it.

It seems that they changed it, because I bought it past year when I already had the base game... It was a "complete-the-set" type according to steamdb back then but not anymore...

According to steamdb, they changed it to a "purchase as set" back in october, quite a way to pull the rug... But I'm not surprised...

I owned the base game and could make a purchase of the Legacy Collection a few days ago. I saw the following: "If you already own some of the included content (base game or DLCs), you will get a discounted price for PAYDAY 2: Legacy Collection based on how much content you already own." and thought I could purchase Gage's Sniper Pack and Mod Courier separately and get the remaining collection later. Upon buying the aforementioned DLC's the "add to cart" button, of course, disappeared. I proceeded to refund the DLC's I had purchased thus removing them from my account, alas, to no avail, the Legacy Collection remained unobtainable.
