Does it respond to him pinging it normally in command prompt?
he even tried with another pc but still nothing
Some hosts by default have firewall policies. I've had one that added an exception for my own IP once. Had to dig through panels to find it
to him in the console the server starts but when i try to connect it says "server didn't respond" and in server log he don't see my connection attempt
we disabled firewall
only his brother can enter because he is on the same connection logically so it's port forwarded but looks like the server is still in lan mode (yes it's turned off so can't be that the problem)
port forwarding and the firewall are two distinctly different things and Windows often has laxer rules for private networks

I better ask just to confirm because I know people try all IPs listed in ipconfig and wonder why it doesn't work

with the public ip we have this error "Unable to start server on ip-public:7778. Port in use?"
never had this type of issue
we used 7778 because 7777 it's used by samp client so would be logical this error port in use but not with 7778

don't try to bind the server, that's only useful for servers with multiple NICs
Port forwarding needs to be set up in the router where it directs port 7777 UDP to whatever internal ip the server is running (192.168....)
at this point just get a free server from ultrah or whatever predatory companies there are
we set the port directly to the ip but nothing when i had wifi it worked i don't understand why for my friend don't work

@gilded hull look , try use another host , go to Optiklink and create host free and enter to server and say for your friends to enter
