You are giving yourself a very difficult task. RolePlay gamemodes are very difficult to do, because of so many systems that you can put in such modes. You would have to specify your proper requirements (everything literally), then it should be split in modules and after that it should be priced accordingly to each module.

Then you will see if you find any people interested in creating such a mode or some modules.

You are not asking just for creating a gamemode. You are asking a developer to take care of the gamemode, keep it updated, fixing it and other maintenance stuff. Not just create and abandon. Unless that's what you want, then it's a waste of money.

What's wrong with requiring a portfolio, e.g. many companies require it, even if the person who recruits, even being a director is non-technical, there are many other cases in the world. You're mixing two different things and yet this is not a company. Get back to a reality, this is freaking SAMP and you're looking for something mindblown. I'd be ashamed if I have no clue about coding and asking someone to show me the code. Portfolio yes. I've been working with a pokerface last year and I am very pleased with his work, because he's honest and he's going to tell you if he can do something or not.

I asked him to write everything to a latest version of MySQL and optimize the code as much as possible to keep everything in a shape. His assessment was 60 euros which was funny to me, but he did the job right and I paid him an extra $20.

I know it' samp and there is a difference between the company, I meant in the real world there are people in high positions who aren't technical, they need to verify such people, why not here? You should just learn to code yourself if you want to run a server

Giving the power to devs as an incompetent owner never works out, like you said you are non-technical, you cant even review the code to look for backdoor commands etc
