Which tile is missing the forest? I cannot repro. Maybe an unit is on it? It removed the forest.

There are no forest tiles on my side

@rancid fog in bottom left corner you see description of the tile, it apply to every tile that I marked
I’m okay if there is no forest, but that it should give buffs/debuffs

The one marked with a "1" has a forest before the city was built, that's why it says there's a forest.

So if there was forest and this tile still gives bonuses, it would be great if such tiles was easier to tear apart, cuz they looks like empty
