#Minor faction quests that would benefit from rebalance

Some quests are really strong compared to anothers -while some demand very much and give back very little.
Long Winter's Nap (rusted tower) - rewards player with Bone Panpipes for as little as a simple hike to another region. Xavius Call is an absolute gamechanger early on, allowing you to take a lot of village fights early on, without any investments into military. Once it becomes outclassed by other options, it can be sold for 500 dust - more than regular dust rewards from quests.
Dark skies (kill three upgraded Hydracorns) - two basic consumables for the hardest fight you can take before first tidefall. If you don't deal with Hydracorns immediately, they will try to attack your scouts, becoming such a nuisance to deal with.
A Special Crop (kill two units) - much better reward (+3 might, +20% damage) for a much easier fight. Item will stay relevant for a very long time, if not till the end of the game. It also sells for 1000 dust (2 consumables cost 80).
Hard Times (heal injured unit) - you get unit for free and then get paid for not using it for a few turns. Reward is not that strong but it is also completely free and just gives you stuff with no investments (with rewards being better than those of many other quests).
The Message (propose treaty) - requires player to propose a specific treaty. Is either the easiest quest in the game, or factually impossible no matter how hard you try. No in-between.
The Inquiry (build x labs) - requires a player to have 4 labs (scales at least to 7). Can be obtained as your very first quest, takes a ton of time to complete, rewards are generally not great (either pop or small discount on one tech).
Those are quests that I personally find problematic. I'll expand this list, if I notice any other offenders.

can’t believe Blackhammers quest wasn’t mentioned — sledgehammer of the hundred is such a huge DPS increase and it’s faction locked!

the epic and legendary items imo should be moved to post-Tidefall 1 quests

Also, I just remembered another one - there are actually two versions of Long Winter's Nap. One that I mentioned, but there is also one that requires titanium and is therefore impossible to complete before tidefall.
