As soon as my stealth armies are discovered they become incapable of regenerating their stealth. Is this intentional? It is fairly frustrating, especially when my EU is a stealth unit.

But I also think that should be changed somehow. It should always be possible to restore stealth in my own terrotory, even if I had to build a special district for it. Or maybe give the garnison some extra stealth regen?

you regain stealth on your territory thats for sure
on the case on other's it depends on the stealth detection of each territory, you can check it on the steal layer, if you go to a territory with "lower" stealth detection to your troops you should start regain that stealth

When in an allied territory exposed to foreign detection, you can safely regenerate your stealth value by standing on an Administrative Center, a Garrison or an Harbor.
