The fire cloaks were given a special toggle via the WAGGLE verb because they were a Simucon gift. The fire gowns, and now the ice gowns, have never been sold with that expectation and it has always been up front you need a source of suitably thematic magic to activate them.

I have no issue with requiring magic to activate the gowns. My only point of asking for the change was to have a method for the fire gown to activate it in a sanct.

There's plenty of RP events that sanct the room and prevent attack spells and activating the gowns are a statement. I assume they were inspired by the Hunger Games movies and when you first see the gown light up as she's riding on the chariot it's a moment. Its great the ice gown allows 112 to activate it as that is not a spell of war. If a similar concession for fire gowns could be found I'd be happy.
