It's very uninspired and doesn't really do anything interesting compared to 100 other worm bosses in the game. He's a worm with giant mandibles, like every single other calamity worm. Like, it wouldn't be that much of an issue if his silhouette was more unique from others.

The idea to make it based on the album cover is also a bit silly, because it's just an artwork of his previous design up close, it's not a new design. Also speaking of album cover, the idea behind HPU design was to make it resemble it, but I think it does so poorly for several reasons: first, in the cover art the perspective of DOG's face makes it look like the camera is placed right in front of him, he looks straight into it. However, on the HPU sprite the face is exactly the same, but for some reason it's put on top of his head, so he constantly looks up. Second, the body sprites don't really resemble the head at all? Those wavy patterns from the helmet are not present anywhere else on the body, and in general the shape language is very inconsistent on the new sprite, it's all over the place. It makes it look jarring.

It was also not super good idea to make the design of phase 2 first and then design p1 naked body second, it lead to a very backwards design and it resulted in p1 dog looking very awkward and not exactly fitting in his armor. He also just looks like a wild beast, not exactly a sapient being? And like yeah he's a nightmare creature from distortion whatever, but with a better designs you still could make him look like a character and monster-like.

And the overall I don't think this new sprite says anything about dog's character. His naked form looks like a wild beast and his armored form looks like a metal tube, not exactly robotic but not far from it, again, very similar to other worms.

Also slightly unrelated but I think most people don't think his sprite fits the game because HPU generally tends to use a lot of anti aliasing, which results in her sprites looking very blurry

A bit more about the last point, HPU's style, as I said, relies a lot on huge amounts of anti aliasing. It's not presented in terraria, or even calamity, in such amounts and so because of it a lot of HPU sprites just, look out of place in the game's environment. I think the style itself is not bad, and it would work a lot better if it was used not for terraria mods.

And also like, I do think that calamity should try to at least not clash with vanilla style? It doesn't have to follow it, but as you can see with fables, or spirit reforged, or even other cal sprites made by different artists, you can have good looking spritework that doesn't clash with vanilla
