Going back to this, I think the main selling point here, among all other stuff is that Yharim, unlike Zamasu, has been affected by the beings who he hates. The gods tried to make him the god-king, and when he completely refused that he was sentenced to death basically. Zamasu didn't face any direct threat from mortals, he only lost a friendly matchup against Goku, and Goku would've never tried to kill him in anyway.
