Alright, time to craft my theory: The sky islands, along with the planetoids, were upheaved during the battle against Fovos. The weird space time distortion fuckery caused by an interdimensional being such as Fovos is what allows them to float. The Aerialite ore contains small remnants of the auric souls of dragons who died during the battle, although much of the higher concentrations have likely been transported to the distortion somehow (Not sure if storm weaver works like DoG, I know they are different species, but if he can transfer that energy to Noxus, that's probably where the higher concentrations of auric essense went). If I had to guess, the Harpies were a "holy" civilization created by the gods, who saw sunskaters as a good omen due to their resemblance to the dragons. For that same reason, they probably fell out of the gods' favor after learning too much about what happened and got smited, leaving little behind
