In Providence's entry, Yharim says "Perhaps it was [her follower's] easily-swayed nature, that let her draw so much power from them…". One interpretation that could be taken from this is that mortal belief can empower other beings.

A false god, born not from the slaughter of the dragons but from belief. Torches are quite literally the light against the darkness. Simple in nature yet oh so important, the concept of a torch shows up time and time again even in civilisations not in contact with one another.
Over time the belief of mortals in their humble invention to keep them safe from the nightmares hidden in darkness gave rise to a supernatural phenomenon.
When enough torches are present in a single area the Torch God emerges.
