well, he kinda did, it just wasn't very effective
The Wall of Flesh was designed to imprison godly essence like a prison, and it's implied it was created in response to the growing corruption/crimson in the world from previous dead gods. The problem was that it took a lot of super powerful mages from Azafure to make and maintain it, and as we see during the playthrough, it doesn't take all too much to release that essense again
that's why Yharim was receptive to the Devourer being able to consume essence with seemingly no consequence, because he no longer had to worry about the literal spreading evils and (most likely) the reputation he got as the reason they existed at all
