cause in some situations not having use turn can feel a bit clunky
I initially was gonna suggest having a toggle but it might be a bit confusing to implement
Cuz useturn is like an individual weapon stat, not necessarily a universal mechanic thats one way or the other
That toggle hotkey would have to instantly change the code of every swung weapon in the game right

“you dont have to use it” is a weak argument for anything tbh when it comes to game design
bosses are designed without relying on rod as best as possible
because you’re effectively ignoring its existence and, by extension, the problem
rod of discord is a vanilla problem that we dont know if its our problem or not half the time so we dont know what to do with it
it shouldnt trivialize anything but we dont want to outright kill it

at the very least, giving NL a 15 sec cooldown on bosses and nerfing its fall speed has made it pretty undesirable in most circumstances

spiky balls' true purpose was so forgotten that sky stabber now is allowed to exist
the problem is in what way should the horde come. You have events (which is essentially horde), normal situation (just no, having 10x spawnrate on normal is cursed), and then... none? the only way is literally to buff events

while the moons and solar eclipse (buffed) are bad example of horde events, they are still horde, just not quite "Dmode blood moon" level. Acid rain have much more normal mobs than bosses is the main reason why you feel it is much more horde-like, but you cannot really change moons and solar eclipse to not be boss focus, it is literally vanilla
and the consideration for buffing non-moons and solar eclipse is that it can completely screw the player depend on point of progression. Events require filling 100% the bar and in example like early-HM (when even clearing Goblin Army may be difficult without gears) or HM pirate invasion (you simply don't have the stat to do so if you don't get the chance to farm weapons), it cause hard stuck
they're bad example of horde event because 99% of the "horde" part doesn't matter

even a few hornets is a problem when you're exploring underground jungle in hardmode
and a large aoe handles more enemies faster in that instance than something like megashark 3, <adjective>+<fish>
something like spiky balls also prevents enemies from sneaking up on you when you're trying to mine, forcing you to stop and deal with the problem

none of that will be considered "discovery", it become just "oh what loot can I get from this and how does it help me in my next boss", just like Hardmode

the only real way to ensure consistently discovery is to lock up portion of the world until later point of the game, considering terraria is incapable of adding new content (except subworld which is buggy)
you're literally discovering new enemies
unless you're talking about repeated playthroughs
from a first playthrough perspective, pre-HM have a lot more discovery than HM despite new enemies, it is just inevitable
going to somewhere completely new and unknown is just different from seeing new and different mobs
it isn't inevitable if you put in the work and effort, unless you really only view discovery as discovering new biomes, in which case that is a limited view

jokes aside the issue stems more from the design of cultist

but basically the attacks were already giving a lot of lenience to run away on a single direction
cal's 1.5 changes to Cultist, frankly, made the strat more meta since they never really addressed the running in one direction issue during that rework
in my mind it is either an attack that always come from the direction you are running to (like ravager pillar but telegraphed) or just set an arena
and just make everything more BS the intended way because everyone finds it easy now
unpopular opinion but setting an arena make 90% of the bosses more interesting
imagine if fargo's mutant do not have an arena
from my experience to Crashlands, and albeit the game has arguably simpler boss design, the ones with a limited arena are usually more interesting
because setting an arena also makes the boss be able to designed to be beaten in that space (so you no longer have to make worldsize giga arena)
having no arena just limit boss design too much, they are forced to literally have some form of denial or bullshit speed to catchup
(Blockstock and E.M.G. come to mind, Hewgo is passable too, Ynnix is probably the only exception)
otherwise the approach is just exo twins and ares: deadlock on you so your position do not matter (get cheesed by megafall anyway)
