Terraria by definition is a sandbox game. Plenty of other materials are obtainable by fishing, such as blood orbs and bloodstone. It’s a freedom of choice, and I think it’s nice that you don’t have to go fight random enemy #103737 for a material, and can instead just fish. That said, the amount could still be adjusted so fighting Reaper Sharks is overall better.
