if this also happened with intel gpu, test again with a single ram module at a time, if it happened with both ram modules again (idk how many modules you got) then it is probably you motherboard and all you can do it just updating the bios, other than that you cant do much about a motherboard fault.

I rarely think its the cpu, it also could be a PSU gone nuts.

also you better unplug any third party peripheral devices (usb hubs, game pads etc...)

you need to download a windows ISO image and then make a bootable usb installer

then reboot and enter the boot menu, select the usb drive and start installing

if you want to do this, i suggest you try with another windows version like 8.1, to eliminate any doubts in software side

try opening steam, going to big picture mode, going to settings, goign to controller settings and see if it is detected there. Make sure to enable config support too in there. PS config support for ps controllers, xbox config support for xbox and optionally extended feature support, same thing for other controllers. Generic gamepad, switch pro. If it isnt detected there could just be an issue with the cable or controller that you're using, cable was the issue for me when I was troubleshooting. Used a wired only controller and connected it through USB and it worked right away.

Was the exact same issue for me, I guessed it was either cable or controller. Would vibrate but wouldnt get detected by steam or device manager, so I would try switching cable or controller first if you have another cable/controller.

I think the issue is the micro usb cables you're using are power only.

You need one that does power and data.

you cant really trust the reseller about those cable being sold in stores

it is recommended for usb cables longer than 4m to have repeater modules on them so the signal is not lost or corrupted before reaching destination.
even if the cable strands are hq ,nothing can be done abt the wire's resistance which directly impacts the signal. (hence the repeater is needed)
