It's either a problem with the fan connector on the card itself, or it's a 0 RPM GPU meaning it'll go to 0 RPM when not in use / when it's at low enough temps.

If you still get a picture with it then you can be sure it isn't done for, and that it's just a fan issue. If you don't get a picture it's probably dead, yes
