It's my understanding that Windows releases have a bit of a "tick-tock" cycle of whether it's good or shit. For instance:
95: Good
98/ME: Shit
XP: Good
Vista: Shit
7: Good
8/8.1: Shit
10: Good
11: [No data yet]

11 has a LOT of negativity around it, but the Windows cycle seems to be much less about if the OSes are actually good/bad and more about if the average consumer is vocal with their complaints or not.

Launch year Windows 10 was SUPER hated, current Windows 10 is disliked to a degree (mandatory weather/news feed and preferred browser resets, really?), 11 is disliked, 8 did a lot of things better than 7 did, Vista's reception was just mixed before "Vista-compatible" stickers were put on low-end XP machines, and XP 64 bit was also in the hated category

r/buildapcsales occasionally has prebuilts with similar specs + a 3060 ti in your price range, which makes things easier, but you may have to manually purchase extra storage or ram, since they cheap out on that.

The issue with mp4s seemed to be that the audio bitrate was fixed at 128kb/s in the original version which makes the video bitrate < 1 if it's small enough. I made it to be a proportion of the target bitrate and it now works with mp4s. Work so far is on my github

Virtualbox on Linux doesn't default to using KVM, they really shot themselves in the foot with that choice
Completely murders the performance. Pushed me to stop using it at home

Also a Virtualbox VM even with the Guest Additions is still slow asf compared to VMware tools which makes the vm buttery smooth for the most part (yes, you won't be running games still)

I'd say as a beginner hypervisor VMware nowadays is better than Virtualbox

Quick to get up and running similar to Virtualbox but doesn't have nearly as much bugs, UI looks alot better and VMs with the VMware Tools installed are alot smoother

I think the easiest way would be to install Debian/Ubuntu/Rocky + ZFS on a new boot drive, clone everything on your windows drive into a zvol, and pass the zvol to qemu

Windows can't talk to ZFS directly, so maybe passthrough literally your entire system, set the VM to start on boot, and then pretend the whole linux install part doesn't even exist

For the things you want ZFS for, could Windows Storage Spaces suffice? Maybe keep your host as is, toss the data you want into the space, and run owncloud in Hyper-V. (keep google cloud for compressed and excrypted offsite backups)

Kinda sounds like you may want btrfs or mergerfs or Unraid? ZFS can make one device from multiple drives, but expanding it when you get new drives is a pain. you either have to upgrade all of them, or move everything somewhere else before remaking the pool (or vdevs if you have it split that way)

I have no personal experience with the RaidZs but they are very well-loved. The largest reliability concerns with z1 seem to be the aftermath of if one of your drives start erroring in the process of rebuilding it all after a first drive dies. It's more reliable than normal Raid5, where you lose all of your data if that happens, but ZFS can't fix errors in the affected parts.

Comparing them, z1 is often considered a few country miles ahead of Storage Spaces when it comes to reliability and a few thousand ahead of btrfs.
