If all you do is browsing the web, file stuff and other stuff you might be able to just about do with a budget laptop, slap PopOS or Linux Mint on it (because windows is so bloated windows will probably be taking more resources than the apps you run and budget laptops easily run out of resources) and you’re probably fine

Yes. Its likely to be overpriced (that acer aspire is really crispy), but a laptop with those specs will have no issue with web browsing and word processing.
All that's left afterwards is to do the normal laptop checking ("Does this laptop overheat? Does this laptop have an absurd failure rate? Does this laptop come with malware preinstalled? Is the manufacturer going to slow down my laptop after 6 months?") but you need to check reviews from professionals for that

Nothing about the hardware should ever slow down, really. If it has awful cooling and HP loads it up with bloatware, possibly, but I can't really tell you. I don't have experience with it.

RDP likes to replace the GPU with its own display adapter that can't use things like DirectDraw at all, which leaves me to use my hypervisor's display server instead

The GPU should be slightly faster at Direct3D 11, not sure how much of the 11 featureset is used compared to 10 or 10.1 in tha software you're running

GTA will run at 30fps if you limit it or use vsync. Otherwise, it'll run at whatever fps your system can push out, and will be displayed at 30 due to your TV. The latter won't require any extra config.
