So last night I had someone messaging me with a 2060 super gigabyte windoforce oc

And he had NZXT cam + gigabyte auros overclock software + nvidia latest nvidia drivers which made the GPU run at much lower clocks! (like 1300 instead of 1650-2000)

We uninstalled NZXT cam + the gigabyte oc software and it went back to 1600-2000MHz!
