I had no luck with event viewer previously for detecting non-storage USB devices connecting or disconnecting. There's a really small and easy tool called USBLogView that may help if you don't have luck with Event Viewer either

For a 3070 i would go for the i7 because it's more future proof and perform better not to mention if u plan on doing anything else while gaming or just rendering
But if u ask me which cpu to buy as in bang for the buck then it's definitely ryzen 3600 or 5600
Even if intel is cheaper keep in mind you need a Z board to use your memory full speed like a 3600 module then u need a k cpu to overclock the cpu and u need a good cooler to get all the performance of the i7
on amd with any board even a b350 that goes for 60 bucks u can use the highest ram speed and overclock.

For HWMonitor, I think you just scroll around until you see CPU and GPU sections
