Judging by the pretty old i7 you got and the relatively low TDP card, there is a chance it's some old Optiplex with a low wattage unit

I tried selling them to a repair store and they wanted $10, no way am I giving away a controller for $10 when there's nothing else wrong with it

I'm also selling another one with the same issue but it's the right stick, so if you bought both controllers for $30 and $12 for the sticks (assuming you have a soldering kit) you could fix the controllers and have two for the same price of a new one.
