In my case - I'm playing GTA, and when I'm focused onto the game, peoples streams and video cams including mine start freezing and stuttering like crazy. alt tabbing fixes the issue until I refocus the game

If you're playing in exclusive fullscreen, move the game to borderless fullscreen. Fullscreen has always been a problem with multiple programs.

If you're using an Nvidia GPU, are on Windows 10 or older, and have displays that run at different refresh rates, make sure the refresh rates are multiples of another (144hz and 72hz, for example)

@jovial tide Also, since it only happens on video streams, try toggling hardware acceleration in Discord's settings. "On" makes your GPU do the decoding while "off" makes your CPU do it, so maybe you can move the load to whichever component the game stresses less.
