computer PSUs have a section on the circuit which is always ON even when the PC is off, this section is called the standby power supply which is very important for the ignition of the main power supply when you press the power button (not to mention, most PSU failures are related to this section).

now if you ask me, it actually can prolong the PSUs lifetime when you're not working with the PC for multiple hours, like overnight when you are sleeping.

also, this always ON circuit heats up when PSU is in standby mode (especially if you use the standby charging capability of most motherboards), and the cooling is done all passive, because the fan is not working. ofc in High End PSUs it is all counted for by using thick ahh heatsinks, but still, heating is an issue, and it is the #1 enemy of electronic components.

but the PSU casing is never used as a heatsink even in low quality ones because its dangerous.

otherwise the manufacturers could build a PSU casing which is a giant heatsink itself, it'd be one hell of a solution for passive cooling but as i said its very dangerous.
