We managed to get in thru boot manager and he formatted it via windows

After that the pc restarted as normal, but as windows wasnt the 1st in the boot order it didnt boot

Now its not booting aparently

So basically format got interrupted by incorrect boot order

Format finishes when the pc turns off

Can't he boot into recovery or something to find out the bcdboot directory and redirect it instead of using the BIOS

Not too sure what the exact issue is. Downgrade to whatever driver you probably had then/update again and check. If that isn't helping, revert, then disable XMP, since unstable ram tends to be a GPU driver killer. If that fails, revert.
