GPU 0 being used instead of my NVIDIA GPU 1 no matter what. I'm on a Dell Inspiron 15 3593 Laptop.

Whenever I try to play GTA 5 It uses my GPU 0 even though in my settings I have GTA 5 being used with my high performance GPU (NVIDIA Graphics Card). I have switched settings in my NVIDIA control panel to use my NVIDIA card but it still would not use it no matter what. I have 50%-100% usage on my integrated graphics card (Intel GPU 0) while I have around 1%-7% on my dedicated graphics card. I also experience alot of stuttering and frame rate drops while driving around even though I'm playing on 800x600, lowest settings possible. Any fix to this?

Specs of my laptop:
CPU: Intel i5 1035G1 @1.00GHz
GPU: NVIDIA Geforce MX230 2GB
RAM: 16GB RAM
Storage: 1TB NVME.2 SSD

If you go for the most expensive card your total is just under $2k

You can save $250 by going with the 4070 instead of 4070ti
