Forget the ram, a hard drive is mounted to B:! This breaks compatibility with dozens of Windows 95 and DOS programs!

Having 3 DIMMs and 24gb is fine. A slot or channel just isn't acting right (IMC damage, poor DIMM or CPU seating, accidentally owning an AM4 Gigabyte mobo)

could be a driver lock, look in adrenalin software, if the performance tab is missing or empty then either reinstall the driver with ddu or use an older driver where oc support wasn't removed
