Ok so hypothetically

If you deal, say, 40 heat damage and 60 viral damage on the stats of a weapon with a 100% status chance

40% of the time a tick of damage is dealt (and thus a stack of a status effect is applied because status chance is 100%), you will get a heat status effect on the Target

60% of the time you will apply a stack of viral
