Most characters get rerun once or twice a year and some are very clearly better than others

So if you blow your primogems as you acquire them you will be in a bad place to track that 90 pity

Because if you lose that 50/50 then your next hard pity will be the banner

So people track their pity real close

Don't buy normal blue wishes, you get those for free when Ascending characters and other ways

And those wish from the biggest pool which is also the worst odds for anything good

Lisa will probably just be your dps

For awhile

Even if you wish and get better characters, building Xianling will never be a bad pocket choice.
