The problem was that Steam launched some 32bit version by default. By loading the Direct X 64 bit version everything is groovy and works as expected. Winning!

This was for the Steam version running on Win 10 64 bit; adjust this solution to whatever versions you are running.

Side note: You can add -64bit to a shortcut, where it links to the .exe. Leave a space after what is there and add -64bit.
