No, to check if a Vehicle can have Painted Stock Rims:

• Buy any Rim
• Buy a Bright Color like Fluorescent Blue
• return to Rims and select the Custom Rim you bought
• On the same Menu, Hold Down until you do a Scroll-Loop
  On the Loop, the Game will show the Stock Rims, if they look painted on that Fluorescent Blue, means they can be painted, if they don't show the Color, means they just can't
