Think thats only for interiors. For the wheels you can apply chameleons. The nightmare arena cars can have full chameleon tires since the actual tire is colored tied to the primary or secondary. I forget which one its tied to

I take clips using the built in gta recording feature (for me i hold down on the dpad to open the character select menu and then hit X to start recording. Doing the same again will save the recording), then load into single player and open up Rockstar Editor from the pause menu (it'll be in the tab all the way on the right)
This is a video editor and you can do a bunch of cool stuff that way but what I do is place a marker and then edit the Camera setting, which allows you to set it to a free camera and fly around anywhere in a small area around your character. From here you can position it wherever and then hide the HUD (R3 for me) to take a screenshot
Personally I like to zoom in as much as I can and play with the depth of field a little bit. Idk the specifics aside from depth of field blurring out the background but I find that more zoom generally looks nicer. I download the screenshot from the PS App and then apply some of my own adjustments to make it look a bit nicer, and one specific one that I tend to do is turn down the saturation on the roads since they appear yellow a lot. GTA also has a greenish shader which can be countered by shifting the tint toward blue
