When you first boot up into the new version of gtao, you should get a message from Hao, telling you about a time trail, once you get that message, it should be marked on the map. Typically you have about 8 mins or so to complete it which will give you a free hsw car, and a free hsw upgrade for your next hsw available car

But I do see you are playing on the xbox one version of gta

So maybe thats the issue
