It would mathematically take 70 days with just staff hiring, and this is if you were to always get 1 from staff. Let's average it to 2, and you get 46 days to get to 70 (under cargo wearhouse attack limit)

And 2x money doesn't happen every 46 days

More rarely

So if I go out of my way for this many days to pay staff for that, then when 2x money comes I grind the 30-ish cargos left and boom, way less effort.

Also you can steal 3 per day if you wanna, and then that makes it about 30 days of not doing much to get 66% of the cargo
