Oh, trust me. Rockstars knows exactly what they're doing. Even the clothing has hidden meanings behind its brand names. They even created a Male Samoan non-playable character (a pedestrian) and placed him around East Los Santos. Where it looks like Harbor Area or Carson City, where the majority of Samoans live.
