I dont think it does. All they have to do is just balance all the other heists. I can only agree with the lower chances of getting high value targets. But a 3 day in game cooldown os a but much. Considering they justified it with they want player to do other stuff between cooldowns, and to play more cooperatively, even tho the whole point of cayo was to allow players to grind solo
