so you have to wait for lester to text you then youll get access to the setups. One will be at the docks and one will be a moving Hs on your map coming in near the top right of Los Santos near the casino. You can do it them in any order but once you complete the final heist setup the jewel store heist starts automatically so if youre planning on quitting after doing the setups dont do both of them

i believe it does go back up later in the story im not sure if it goes down even further though after his assassination as for what you should invest in its not necessary to do so right now because you havent got to the other assassination missions yet or done the jewel store but youd need to invest in beta pharmaceuticals before the hotel assassination (first mission as franklin after you finish trevors set of missions) theres a full guide in the pinned messages for the channel

Last missions I've done are legal trouble then doting dad then architects plans then reuniting the family and before that clearing out the bureau if that helps anyone

the last options i can think of if none of the bureau raid setups are spawning is to either try again with calling 911 and taking a fire truck, calling lester, sleeping as michael or switching to michael from another character or loading an auto save

found someone else suggest just walking around in michaels house as michael for a few minutes then lester should call or smthn like that maybe itll work but idk
