It's not the minority, and if it technically is by a numerical standpoint, it isn't enough of a minority to say shut down roads and make more trains. For example my dad with his alarm business, needs to haul 1500 kilograms worth of equipment and tools to places to do what he does, it is an impossible ask to have him take public transportation to work because he cannot do the job without his stuff.

Someone who owns a catering business or a mobile grooming station can't haul their thousands of pounds on the train with them
