You can gradually feel that the car is decelerating as you move up within the RPM-band, once it is about 2/3 of the way from being unable to accelerate any further within said band that's when you shift up
Takes a lot of skill
Some drivers allow the car to hit the limiter and then perform quick-shifts but that isn't ideal
Then you've got cars like the 130i/NA2 NSX-R/350z Z-Tune that have light displays which tell you when to shift
