A starters purpose is to get the engine moving/turning over. The motion of the wheels spinning in essence does the same thing. Motor needs to be spinning to begin combustion cycle.

You can push an AT in neutral but you shouldn't tow in neutral.
I thought the only reason why AT shouldn't be towed is because most of them are shifted to P which will damage the parking pin?
If the engine isn't running there isn't any fluid being pumped through the transmission, so no lubrication/cooling. Pushing a car is much less impactful than moving at speed/for long distances.
