i was having this issue for the longest time, my fix personally ended up being a location issue. somewhere in rockstar launcher it basically thought my account was in a different country and by making sure my pc's timezone and all of that was correct and switching to steam client I was able to get back into my account. rockstar support on this issue is completely useless and will take weeks to tell you its a problem on your end. I highly suggest making sure all of ur timezones and location stuff is correct on pc and simply switching over to steam and linking ur rockstar to your steam thru the social club webpage

you may have to buy the game again, but you can find cheap steam keys online if the game isnt already on sale, i was stuck getting that error for almost a month so i def feel your pain^^

I started a fresh PC account on the enhanced version of the game after only ever playing on console. I had the criminal enterprise pack and got to level 30 pretty quickly. Then all of a sudden my game will randomly freeze and show me a frame every few seconds. This goes away after 10 seconds to a minute like nothing ever happened. I lowed my graphics settings and it made it more frequent.

Delete leftover folders:

4.) Documents → Rockstar Games
Restart your PC
Reinstall the launcher, run as admin, log in, launch game
