it means either 2 things: the account is not old enough to migrate, meaning you need to have that account for a certain amount of time before migrating or that you need to play more GTA Online on your non migrated account (make a brand new character for your existing account) and lvl up your character, do stuff, etc (which makes little sense to me, to be honest)
